The U.S. House of Representatives gaveled into session Tuesday to vote on whether Rep. Jim Jordan, R-Ohio, will become its next speaker. The vote on Jordan's candidacy is scheduled to begin around 12:30 p.m. The deeply divided Republican conference has so far been unable to coalesce around a candidate for speaker after McCarthy's ouster. Jordan has said he wants the House to keep voting Tuesday until it chooses a speaker, suggesting Jordan intends to wear down his opposition on the House floor. The House has been leaderless for two weeks after a faction of eight Republicans led by Rep. Matt Gaetz of Florida ousted McCarthy in an unprecedented no-confidence vote.

Under the legislation — which still has a long road to becoming law — the debt ceiling would rise by just $1.5 trillion, or until March 31, 2024, depending on whichever comes first. Democratic senators insisted on Wednesday that the House bill is dead on arrival in the Senate. "I don't think it will have any impact on what happens in the Senate," Sen. Chris Coons, a Delaware Democrat, told Insider of the House bill on Wednesday afternoon. But GOP Sen. Ron Johnson told Insider that he thinks House Republicans "are doing the right thing." That means that both parties need to come to an agreement on an approach to raise the debt ceiling before the country hurdles into a default, expected early this summer.

The new rules adopted by both GOP-led chambers effectively shield members and their staff from public records requests, making investigations into any potential wrongdoing far more difficult. The exemptions from public records laws and the ability to destroy emails after 90 days apply to both chambers. Because the chambers adopted the changes via rule changes, not legislation, Republicans were able to bypass the need for Democratic Gov. Legislatures having the ability to shield themselves from public records laws is not unheard of. Minnesota, Iowa, Oklahoma and Massachusetts also have laws in place effectively exempting state legislators from public records requests, according to record request nonprofit MuckRock, though it remains exceedingly common for lawmakers in states where such exemptions don't explicitly exist to avoid complying with public records laws.
